County staff: fiscal impact of HB 581 unclear until state digest data arrives

The county finance director, James, told the board he can gather data and return with a forecast but said the digest timing limits immediate analysis.
Staff and officials discussed contingencies: if the county opts in but later finds revenue shortfalls, additional local measures such as a FLOST referendum could be considered, but those also require intergovernmental agreements and voter approval. Commissioners asked staff to contact legislative offices for clarification and to prepare county-specific modeling.
