City Manager Chris Lohr presented a proposed ground lease with Dimension OH 1 LLC for development of a solar energy facility on approximately 42 acres of City-owned property at the end of Business Parkway. Lohr outlined key terms: a 25-year lease with two optional five-year extensions, a three-year development period, quarterly payments during construction and an annual lease payment of $122,500 subject to annual inflation adjustments.
Council discussed decommissioning, EPA disposal compliance, and the company's obligations if the project ended early. Rather than suspend readings for a single- reading approval, Council voted to amend the agenda so the resolution would proceed as the first of three readings; Resolution 16-26 will return for a second reading on July 28.
