Council approves emergency supplemental appropriations to fund Axon cameras, audio upgrades

At the July 14 meeting City Manager Chris Lohr reviewed Supplemental Appropriations #3, explaining that requested funds would replace failing in-car camera systems in police vehicles with Axon equipment and upgrade aging audio equipment in Council Chambers. Council suspended the three-reading rule, declared the ordinance an emergency, and adopted Ordinance 12-26 unanimously after a motion by Jason Faulkner and a second from Debbie Kemper.
Council members asked for additional details about the contractor and requested that staff provide the proposal for review. Lohr agreed to provide the contract proposal for Council's review. The meeting minutes record the ordinance title: "AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2026, AMENDMENT NUMBER 3, AS AN EMERGENCY."
