Resident Donna Ruby, who said the project would sit in her front yard, did not oppose the project but asked for assurance that an adequate buffer would remain; she and other residents requested the city preserve existing tree stands rather than clear‑cut. Jeff Thurman, representing the applicant and identifying himself as assistant environmental services director, said the team would work to retain as many trees as possible and explore planting funds or other measures to create a buffer. He described a phased build and confirmed the project will be required to meet new 100‑year stormwater standards.
After brief board discussion the board voted to forward a favorable recommendation to city council, with staff and applicant to refine buffer and tree‑preservation measures during design.
