Carlisle City Council unanimously adopted Resolution 15-26 to delegate authority to make official declarations of intent and allocations for reimbursements of temporary advances made for capital improvements during fiscal years 2026 and 2027. City Manager Chris Lohr said the resolution preserves the City's ability to begin incurring eligible project costs for a planned water tower now and later reimburse those costs from borrowing proceeds if financing is secured; he emphasized the resolution itself does not authorize borrowing.
Mayor Randy Winkler called for suspension of readings and the council voted to adopt the measure in a single session. The roll call was unanimous (Faulkner, Kilpatrick, Eagle, Humphries, Kemper, Stivers, Winkler voting yes). Council members asked procedural questions about the timing of reimbursement and were told the resolution simply maintains future reimbursement options while staff pursues financing.
