Carlisle City Council on June 23 adopted Ordinance 10-26 to update the city pay plan and immediately enable recruitment under the new classifications. The ordinance renames the Code Enforcement Officer position to Code Enforcement Official, replaces the Tax Administrator position with a Tax Clerk at a lower pay grade, and creates a Finance Clerk II role intended for existing finance staff without adding headcount.
City Manager Chris Lohr said the changes are intended to better align job titles and pay with duties and improve recruitment for a vacant payroll position. The council suspended the three-reading rule, declared the ordinance an emergency and voted to adopt it in a single reading; the roll call vote was unanimous (Faulkner, Kilpatrick, Eagle, Humphries, Kemper, Stivers, Winkler all voting yes).
