Royal City approves $320,000 in construction pay applications, discusses soccer-field fees

The council approved two construction pay applications at its Sept. 16 meeting: Pay Application No. 7 for the Waterline Replacement Project in the amount of $126,080.10 payable to Premier Excavation Inc., and Pay Application No. 2 for the soccer field project in the amount of $193,659.84 payable to Northwest Turf Solutions Inc.
Councilmembers moved and seconded the motions recorded in the minutes and the motions carried. Separately, councilmembers and the mayor discussed whether the new soccer field will be reservable and whether the city should charge fees for use; staff will research fee structures and return the issue to a future meeting for a formal decision.
The pay applications cover ongoing capital work in the city and were presented as part of the finance report; the soccer-field discussion does not include a fee decision at this meeting.
