The resolution preserves the board’s authority to review and approve the comprehensive EOP at least once every four years and requires that any proposed equipment transfer exceeding $25,000 be presented to the commission. The EMA Director must maintain records of transfers and ensure compliance with grant terms. Commissioners voted unanimously to adopt the measure (Resolution 2026-0245).
