Beau Thompson, chief legal counsel to the Board of Clark County Commissioners, reported that the staff report on the Sloopy Solar Project recommended denial by the Ohio Power Siting Board (OPSB). The staff report also proposed 64 conditions in the event the board determined a certificate should be granted.
Thompson explained the process to the commissioners: the staff report was released, a public hearing (before an administrative law judge) would hear comments the next night, and an evidentiary hearing will be scheduled in Columbus where the issue may be examined over several days. He said the administrative-law-judge's written recommendation typically informs the OPSB vote. Public testimony at the upcoming hearing will be part of the record considered by the judge and OPSB.
