Commissioners loosen restrictions on affordable homes program; Clayton Homes named as builder for units

The Board approved Grant Amendment #2 for the Creating Affordable Homes program, changing eligibility and financing conditions intended to broaden purchaser access. The amendment removes requirements that purchasers be current Clark County residents, that buyers use licensed realtors or conventional mortgages, and second-mortgage requirements.
Kara Vanzant of the Community and Economic Development Department said the builder for the program is Clayton Homes out of Bellefontaine and that the units will be permanently sited manufactured homes. She told the board the amended language is intended to make it easier for purchasers to buy the homes and the department offered to provide a future presentation explaining program details. Commissioners approved the amendment unanimously (Resolution 2026-0237).
