City utilities engineer Jason Chandra said the contract amendment adds roughly $1.67 million in scope and extends the task end date to cover construction‑phase services. “We’re at 90% design now…Project overall is expected to take about 40 months to construct. That’s gonna start later on this year in November as the anticipated start date for construction,” Chandra said. He explained long equipment lead times — some electrical components have two‑year deliveries — are a primary driver of the schedule.
Council approved the amendment after staff described the purpose as funding engineering services through construction, startup and commissioning. Staff also said the project has progressed enough that the amendment should bring the firm through the end of construction and that independent third‑party inspection services would be negotiated separately and returned to council.
