Jury authorizes consultant to file Capital Outlay requests; president proposes simple Solar Ordinance

Mr. Kyle Potts moved to authorize Henry Shuler of Shuler Consulting Company to draft and submit Capital Outlay requests for FY 2026–2027 on behalf of the Jury; Mr. Darrell Franks seconded and the motion carried with jurors voting in favor. The action authorizes an outside consultant to handle application preparation for the list of road projects the jury previously approved for submission.
President Frank McLaren also proposed that the Jury pass a Solar Ordinance and said he and legal counsel favored a simple draft; Mrs. Tyler was asked to share sample ordinances. No ordinance was adopted at the Oct. 20 meeting—McLaren asked for a draft for future consideration.
