Road superintendent warns parish remains about $750,000 behind on FEMA work; five roads due Oct. 31

Perry Holmes, Winn Parish Road Superintendent, told the Police Jury on Oct. 20 that crews have completed Albritton Road, Big Creek and Buddy Taylor under FEMA projects but still have five roads left that must be finished by Oct. 31, 2025. He said one grader is currently out of service after bending a cylinder and two truck drivers recently left parish employment.
Holmes said the parish is “still in debt of $750,000 to the Feds,” and described recent discussions with Barbara Austin about moving a rehabilitation program into bridge maintenance in hopes the state would allow the federal debt to be forgiven. Holmes also explained that rock placement on parish roads follows FEMA GPS-coordinated scopes and responded to constituent questions about why rock is placed in specific locations.
The road report included that crews have completed two rounds of bush hogging across parish roads and have started a third round; side-boom operations were described as making good progress. The jury did not take separate action on the road report but approved related funding and change orders later on the agenda.
