"What you see in front of you is proposed, changes or recommendations to that," the city administrator said, describing edits that planning and zoning had previously considered. Council discussed the attorney’s suggested clarifications, a motion to approve the ordinance on first reading was made and seconded, and the council recorded affirmative roll-call votes. The ordinance proceeded on first reading; additional readings or formal adoption will follow routine ordinance procedures.
