Interim director outlines BHSA transition, CARE Court recognition for Napa County

Joseph (Joe) Hallett, introduced as Interim Behavioral Health Director, told the board that the county is preparing for the Behavioral Health Services Act (BHSA) transition, which will take effect in July. Hallett said the BHSA plan integrates multiple funding sources, adds housing and general services to the funding structure formerly associated with the Mental Health Services Act, and will be submitted to the Department of Health Care Services by the end of March for a 30‑day public comment period.
Hallett described planned service‑level changes including implementation of Assertive Community Treatment (ACT) teams with lower staff‑to‑client ratios and intensive community engagement. He also said the Governor’s Office recognized Napa County’s CARE Court team as one of ten “CARE Court Champion” counties for its engagement in CARE Court petitions relative to population size.
