The Sacramento City Unified School District board voted unanimously to approve an agreement with the Sacramento City Teachers Association that district staff said would provide net financial relief of $97,600,000 and is disclosed under AB 1200 procedures. Assistant Superintendent Dan Shalek presented the agreements key provisions and described how several components would be applied to district cash flow for the coming fiscal years.
"One of the key provisions is the OPEB fund," Shalek said when explaining the agreements mechanics. Staff described proposed disbursements from the districts retiree trust (OPEB) to cover retiree health costs for the 2025-26, 2026-27 and 2027-28 fiscal years; redirected employee contributions for the duration of the agreement; Medi-Cal reimbursement recoveries (identified in the presentation as $14,500,000 for 2025-26 and $7,000,000 for 2026-27); and $5,850,000 projected savings from unfilled vacancies. Staff said those pieces, together with negotiated OPEB relief, would total roughly $97.6 million net and that the agreement would extend the SCTA contract from 07/01/2027 through 06/30/2030.
Board members said the agreements purpose is to extend runway, avoid a state takeover and buy time for structural reforms. Member Rhodes moved to approve; the motion carried on a unanimous roll call of members present.
