Director reports uptick in applications and complaints, urges e-title push and FTC guidance

Executive Director Denise Lawrence briefed the commission on program activity, reporting a rise in new dealer applications and complaints, about $98,000 in collections on annual sales reports, and a fund balance of approximately $214,780. Lawrence said the commission will continue to monitor enforcement and be frugal with expenditures.
Lawrence and staff noted that electronic titling (eTitle) rollout is behind schedule and that eTitle adoption would reduce fraud and speed title transfers. Commissioners expressed support for continuing to push implementation and exploring legislative fixes where needed. Lawrence also reported staff attendance at the AAMVA Region 2 conference and plans to attend the National Association of Motor Vehicle Boards and Commissions meeting in September.
Staff said they will host a session with a representative from the Federal Trade Commission at the commission seminar in September so dealers and staff can hear federal guidance and ask questions. The commission adopted the director’s report.
