Public comment on the FY 2027 Interim Budget included concerns about developer contributions toward infrastructure and a proposed property tax rate increase. Mark Walker argued developers historically fund required infrastructure and recommended the City consider options, including a temporary development moratorium and higher impact fees or accelerated redevelopment funding, so future growth pays a larger share of costs. He said, “developers have traditionally funded the infrastructure required for their projects.”
On the Council's action calendar, Mayor Frost asked to table a resolution regarding the Certified Tax Rate and setting a Truth in Taxation public hearing date. Council Member Carroll moved to table the resolution, and the motion passed with Council Members Carroll, Holley, Hunter, John and Taylor voting yes. City Administrator David Bunker also explained the Property Tax Impact Schedule had been previously presented with no changes and was being reaffirmed for Council consideration.
