County designates stormwater compliance manager as EPA/EPD signatory to streamline reporting

Titus recommended designating the stormwater compliance department manager as an alternative signatory authority for US EPA/GA EPD reports tied to the Baker Place landfill and other stormwater monitoring responsibilities.
Titus explained the chairman is ordinarily the signatory but a duly authorized person—currently the county engineer—may sign; staff said many reports are lengthy and frequent and an additional designated manager will help ensure timely, accurate submissions. "Monthly. It's different. There's stormwater monitoring reports and methane monitoring reports. Some are monthly, some are quarterly, some are biannually," Titus said when asked about reporting frequency.
Commissioners identified the manager as Katie Beth in discussion and moved the designation to consent; it was approved. The designation authorizes the named manager to sign reports on the chairman’s behalf as needed to meet regulatory deadlines.
