County honors three engineering staff for promotions and professional awards

Titus, speaking on behalf of Engineering Services, introduced Rich White, who joined the county in January 2023 and moved from code enforcement into a pre-construction role. "In March of this year, he graduated from Liberty University with his MPA," Titus said, noting White has been a "tremendous fit." The presenter also highlighted Kyle Baxley’s background in construction and that he "passed his PE exam" after joining the department as a deputy director candidate.
Commissioner/commenter (speaker 4) praised the employees as "rock stars," saying the county is "blessed with good staff" and noting several employees have gone through the emerging leaders program. The committee’s public recognition also singled out Katie Beth, who started with the county in August 2014, rose to stormwater compliance department manager and was named the Georgia Association of Water Professionals' 2026 Stormwater Professional of Excellence.
The committee offered thanks for leadership support that allowed these staff to pursue professional development. No formal action was required; the recognitions were recorded as part of the meeting’s presentation items.
