Planner Milton Ollerton told the board the state statute change prompted allowing multifamily in commercial zones as part of broader efforts to increase housing options. Ollerton warned the change "could end up with apartment complexes along Highway 20 as opposed to commercial buildings" and commissioners discussed parking standards and ground‑floor commercial frontage for arterial streets. Tom Barry noted local practice of requiring roughly 1.5 parking spaces per unit and urged clear parking guidance.
On private landfills, commissioners questioned prohibited items and local processing capacity; they asked that tires and batteries be added to the prohibitions and for clearer recycling provisions. Commissioner Sean Priest and others suggested allowing woody debris where appropriate for biomass processing but recommended explicit language tied to DEQ standards.
The commission voted unanimously to recommend the proposed text amendments with the changes discussed (including the landfill prohibitions and clarifying edits). The recommendation will be forwarded to the Board of County Commissioners for final action.
