Castle Pines planning staff outline multi-month ULDC rewrite with August 2025 City Council target

The Castle Pines City Planning Commission opened a multi-session review of the Unified Land Development Code (ULDC) on Jan. 23, 2025, with community development staff describing the project history and schedule. Ferguson, the community development presenter, said the project began in late 2018, reached an approximately 80% draft in January 2024 and is now under renewed review.

Ferguson told commissioners the work is legislative and citywide in scope, meant to align the ULDC with the comprehensive plan and improve predictability for residents and developers. "Our magic day is to bring this ULDC update to City Council for review and a decision on August 2025," Ferguson said, laying out a timeline that includes joint study sessions and at least one public open house in June. Ferguson also described five "critical sections" the commission will review in sequence: definitions, specific uses and standards, mixed-use district, approval authority and criteria, and sign standards.

Commissioners asked whether the August goal was driven by firm milestones or simply to allow time for public input and cross-referencing; Ferguson said the timeline intentionally leaves room for stakeholder review and to address issues that arise. To expedite the process, commissioners agreed to divide homework — reviewing the remaining alphabet ranges (M–Z) — with materials and consolidated comments due to staff by Feb. 3 for inclusion in the Feb. 11 packet. The commission adjourned at 7:38 p.m. and will resume definitions review at its Feb. 27 meeting.
