Commissioners adopt two ordinances expanding delegated purchasing and contract authority

The Jay County Board of Commissioners adopted two ordinances Jan. 27 revising procurement and contract-delegation rules for county departments.
Ordinance 2025-01 amends Chapter 36.17 (Purchasing Procedures) to explicitly allow appointed purchasing agents to purchase tangible personal property valued at no greater than $5,000 without further commissioner authorization, and requires commissioner approval for intended purchases believed to exceed $5,000 but less than $50,000. Ordinance 2025-02 delegates authority (pursuant to I.C. 36-2-2.8-6) to elected officials and department heads to enter county contracts that obligate the county for $5,000 or less if budgeted, with anti-splitting language to prevent artificially dividing purchases to stay under the threshold. The ordinances become effective Feb. 1, 2025.
During discussion commissioners reviewed the draft ordinance language in the meeting packet. Duane Monroe moved and Doug Horn seconded adoption of both ordinances; the motions passed by unanimous vote.
