Commissioners raise county purchasing threshold to $5,000, direct ordinance drafting

Jay County commissioners voted unanimously to raise the county purchasing approval threshold from $1,000 to $5,000 and asked the county attorney to draft an ordinance to formalize the change.
Sheriff Newton requested the board increase the county purchasing threshold so certified officials could buy certain items without waiting for a commissioners meeting. Auditor Emily Franks noted the threshold had been lowered from $2,000 to $1,000 in 2016 "for increased oversight" and advised the board not to exceed the state's $5,000 capital asset threshold. The commissioners approved raising the threshold to $5,000 and directed County Attorney Wesley Schemenaur to prepare an ordinance for the next meeting.
Newton also asked the board to consider updating the county contracting policy to permit elected officials to approve contracts under $5,000 without full commissioner approval; Schemenaur agreed to draft proposed language for commissioners to review at a future meeting. The board did not adopt a contracting policy change at the Jan. 13 meeting but asked for draft language.
