County approves $26,870 remodel for Jay County Country Living; board hears multi-year deficits

The Jay County Board of Commissioners approved Jan. 27 a $26,870.12 contract with Mustard Seed to remodel a downstairs men's restroom at Jay County Country Living (JCCL).
Cindy Bracy, president of the JCCL Advisory Board, described JCCL as a 32-place facility serving seniors and people with disabilities. Bracy said the monthly resident fee is $1,239.48 and noted multi-year operating deficits: $142,976.95 (2022), $104,829.41 (2023) and $93,603.85 (2024). Don Loper, maintenance, recommended Mustard Seed for the remodel citing commercial-grade materials and price. Commissioners approved the remodel contract and discussed adding county signers to the checking account (bonding required) and the need for a long-term repair plan.
Commissioners also discussed a potential petty cash fund (to be considered by county council) and the JCCL board's plans to pursue nonprofit status and grants. The approval was recorded as a unanimous motion by Commissioners Monroe and Horn.
