Commissioners transfer county-owned Dunkirk building to nonprofit for redevelopment

The Jay County Board of Commissioners voted Jan. 27 to transfer a county-owned parcel at 303 S Main St., Dunkirk, to the Dunkirk Industrial Development Corporation, Inc., a qualified nonprofit, for redevelopment.
Jack Robbins, Dunkirk mayor, and Dane Mumbower of DIDC told commissioners they "would like to transfer ownership of the property to nonprofit Dunkirk Industrial Development Corporation for development." The resolution (2025-02) notes the county acquired title by tax sale certificate Sept. 20, 2024 (Certificate No. 382400027), references Property ID 38-09-08-103-108.000-014, and cites IC 6-1.1-24-6.7 as authority to convey to a nonprofit for public good.
Under the approved terms DIDC must redevelop the property for commercial, industrial or residential use within five years; failure to meet the conditions will trigger reversion of the parcel to the county. County officials said the deed will be prepared to transfer the property "free and clear of any delinquent taxes, special assessments, penalties, interest, and costs of sale." Commissioner Duane Monroe moved to approve the resolution; Commissioner Doug Horn seconded and the motion passed by unanimous vote.
The transfer clears title and is intended to expedite redevelopment while preserving county remedies if the nonprofit does not complete the work within the prescribed timeframe. The board did not set a specific redevelopment plan at the meeting; DIDC will report back to county staff and follow required administrative steps before final conveyance.
