Evan King told council a bill requires fingerprint background checks for owners, operators and anyone who performs massage services at a facility; the requirement can be satisfied by adopting a county process by intergovernmental agreement (IGA) or by creating a city-run fingerprinting scheme. "By or by October 1, we must either adopt our own process for fingerprint background check for all of these people or adopt the county's process for doing it," King said.
King recommended adopting the county process via IGA as a practical approach because Douglas County already offers a program; he noted that most local facilities appear to employ licensed massage therapists who already undergo checks, but home-based or otherwise unlicensed providers might still create gaps that the county process would address.
