Commissioners approve $1.28 million ARPA interlocal agreement to fund water/sewer for 68-acre county parcel

Jay County Commissioners on Dec. 23 approved an interlocal agreement with the Jay County Redevelopment Commission to commit $1,281,946.07 in American Rescue Plan Act (ARPA) funds for engineering, design and installation of water and/or sewer infrastructure on a county-owned 68-acre parcel.
Attorney Wes Schemenaur described the agreement as binding and said it will continue through Dec. 31, 2026, or until federal reporting and other ARPA requirements are fulfilled. Commissioner Brian McGalliard moved to approve the interlocal agreement; Commissioner Rex Journay seconded the motion and the vote was unanimous.
The commissioners also reviewed bids and rental options for the 68-acre tract. After discussion about infrastructure running through the property, McGalliard made a motion to not rent the 68 acres for 2025; the motion passed unanimously. The action preserves the parcel while redevelopment infrastructure planning and federal reporting proceed.
