Library funding tentatively approved amid Title I/III dispute, committee votes 5–1
Summary

Budget Officer Julie Ellison told the committee adjustments are needed in the library budget if grant money is received and added a revenue line for possible State Library reimbursement in December. Ellison said the library could receive funds later in the year and that the library had been defunded as of Dec. 31, 2026.
During public comment Frances Preston questioned the use of SRS, Title I and Title III funds—funds she understood were designated for schools—being used for the library. Charlene Morris objected to the library using Title III funds. The library budget item was marked T/A and the committee recorded a 5–1 vote in favor of the T/A designation.
Why it matters: how Title I/III and SRS funds may be used was contested by a public commenter and a committee member; the committee produced a tentative approval but public questions remain and the court sought attorney input earlier in the meeting.
