Arcadia Unified board opens negotiations with CSEA, returns to interest-based bargaining

Arcadia Unified leaders told the board on Jan. 14 that they will open contract negotiations with California School Employees Association (CSEA) Chapter 40 and return to an interest-based bargaining (IBB) approach. The board voted to approve the district's initial proposal to begin negotiations; the motion passed 4-0.
Superintendent-level staff described IBB as a bargaining philosophy rooted in transparency and collaboration. "Excitement would be an understatement in relation to tonight's action in, returning to interest based bargaining with, CSEA," district staff said, noting the district has been on hiatus from IBB for about six years.
Sarah Torres, a job steward for Chapter 40, spoke during the public hearing. "I can't tell you how happy the chapter 40 executive team and our members are to be able to get to this point...To be able to be negotiating with the district in person and to be having forums in person," she said, thanking district leaders and labor representatives who helped reach the moment.
Board members praised the collaborative approach and expressed appreciation for team members on both sides. The board approved the initial proposal to open negotiations and directed staff to proceed with scheduled forums and IBB processes.
What happens next: The district expects to hold monthly forums with the local CSEA leadership and proceed with the bargaining schedule and public forums described by staff.
