Kyle Carter of the Downtown Partnership, speaking for the property owners, said the gate would limit repeated trash and nuisance activity in the narrow alley. "So the goal being that we've just we've had, frankly, a lot of trash," Carter said, explaining the gate would be operable for emergencies and maintenance. Staff emphasized the alley is private property, not a public alley, and both property owners signed off on the installation.
Board members asked clarifying questions about visibility from nearby streets and safety concerns; staff and the petitioner showed photos indicating the alley is largely obscured from main thoroughfares. The board approved the design on a voice and roll-call vote with all present members voting in favor. No conditions or amendments were recorded in the minutes.
The gate is intended to be operable for emergency access and for property maintenance; city staff will monitor compliance with the downtown design guidelines and applicable zoning requirements.
