The Ward County Water Resource Board voted May 11 to authorize emergency restoration work at Eastside Estates Dam #3, approving a change order not to exceed $388,382.80. Jason Zimmerman, a board member, moved to treat the repairs as a change order and Dale Dohms seconded; the motion passed 5-0.
HDR engineer Karli Frohling reported that contractor Bluestone completed riprap on the upstream side and removed coffer dams to address erosion; HDR prepared a restoration plan and shared it with Bluestone, the City of Minot and the North Dakota Department of Water Resources (NDDWR). NDDWR indicated a sovereign lands permit will be required and that the application will be expedited. HDR is awaiting a meeting with the U.S. Army Corps of Engineers to determine whether the repairs affect existing Section 404/408 permissions. The board noted a cost‑share application would require DWR approval and would not be considered until the agency’s August 2026 meeting, which would delay immediate repairs.
