The proposed 2025 budget includes significant parks capital placeholders tied to the recent transfer of Metro District funds. Staff told council the parks-and-rec north fund is projected to zero out in 2025 as remaining district monies are spent and that the parks fund will carry capital for projects including Coyote Ridge Park.
"From the what's remaining at the end of 24th, a projected 5,400,000, that is projected to be spent in '25 completely," the finance director said when reviewing the parks north fund. The proposed capital items shown in the draft budget include $4 million for Coyote Ridge Park, a placeholder for Soaring Hawk (horizontal infrastructure), $750,000 for west-side park improvements and $250,000 for trails capital carryover.
Staff emphasized these are budget placeholders: any individual project will return to council for approval after the parks advisory board completes prioritization and staff develops specific designs and cost estimates. Several council members asked for the parks advisory board to present prioritized project recommendations so council can weigh deferred maintenance and neighborhood-level needs against larger master-plan items.
