PCPSA and EDA pursue 400—500k-gallon tank at Rich Creek; design funded by Tobacco Commission grant

The PCPSA is working with the Economic Development Authority on a proposed water tank for the Rich Creek Corporate Park that would provide fire suppression storage and augment domestic supply for the PSA system.
The EDA director, James Houchins, approached PCPSA Executive Director Mark Vernon about pairing the park's fire-suppression needs with PCPSA domestic storage. The EDA has grant funding through the Virginia Tobacco Commission for design work and engaged Dewberry for design. Preliminary tank sizing is estimated at 400,000— 500,000 gallons, with an estimated height near 100 feet depending on site and a preliminary construction cost estimate of $4.5—$5.0 million. Once the EDA completes property acquisition for the preferred site, geotechnical work and final design can proceed. Final design is anticipated by November 2026.
Vernon told directors that system storage will increase the PCPSA's ability to serve customers during town-side outages (the system currently can serve customers for roughly one hour during a town outage) and would allow the authority to reduce system pressures (from current ranges of 110—150 psi down toward 60—100 psi), which the board was told should reduce long-term system failures.
