Board affirms facilities master plan, signs on to state school facility program

The Arcadia Unified Board of Education unanimously approved three related resolutions Jan. 28 authorizing district participation in the State School Facility Program and confirming that the district will comply with new requirements tied to Proposition 2.
Chief Business Officer Mr. Estes said the resolutions (24‑25‑18, 24‑25‑19 and 24‑25‑20) designate the superintendent, the CBO and the facilities director as district contacts for program applications and confirm the district will maintain a valid facilities master plan for any applications submitted on or after Oct. 2024. "The plan that you all approved in May 2024 is a valid plan, so we are absolutely covered by that," he told the board.
Mr. Estes explained one component of Proposition 2 requires districts to have an up‑to‑date facilities master plan to remain eligible for reimbursement on future projects; another resolution addressed participation in hardship and seismic mitigation subprograms. Board members discussed how often to refresh a plan; staff suggested periodic five‑year updates or addenda as projects are completed.
The board passed the group of resolutions 5–0. Staff said the district will continue to monitor forthcoming state guidance on specific application requirements and will return with any required documentation when the state issues procedural details.
Vote: Resolutions adopted 5–0.
