Arcadia Unified formalizes workers' compensation coverage for volunteers

The Arcadia Unified School District Board of Education voted unanimously Jan. 28 to approve Resolution No. 24‑25‑17, formally authorizing workers' compensation coverage for district volunteers.
Chief Business Officer Mr. Estes told the board staff had long operated under the assumption that background‑checked volunteers were covered for workers' compensation but could not find a prior board resolution documenting the practice. "We've been working under this model for many, many years," he said, and the resolution "describes our volunteers as employees and covered under our workers' comp insurance only for the purposes of workers' compensation."
Board members asked whether the resolution required annual renewal; Mr. Estes said no, the board can retain the resolution on record and refer back to it when needed. A motion to adopt the resolution was made and seconded, and the board approved it 5–0.
The resolution specifies the limited scope of coverage—volunteers are treated as employees only for workers' compensation benefits and receive no other employment rights under district policy. The board noted the practical need to have the policy documented in writing for insurance and administrative purposes.
Vote: Motion carried 5–0.
