Solar contract negotiations continue; district to inspect hillside after repeat water leak

District business services told the board on Oct. 22 that contract negotiations with EMCOR — a large contractor handling the district’s solar project — have encountered delays but are ongoing. Staff said the contractor’s legal and financial reviews have lengthened the schedule and that the district expects to bring the contract back for board review in November.
"He believes they will not have a problem hitting that deadline in the spring of 2026," staff said describing the contractor’s timeline for project completion. The district emphasized its expectation that EMCOR’s experience with the Division of State Architects and Southern California Edison will help navigate permitting and approvals.
Separately, staff described a second recent incident of irrigation-line failures above the Foothills site that sent water and dirt down onto the upper field and basketball courts. The district plans to contract a cleanup company, pursue insurance/JPA subrogation against the neighboring property owner for reimbursable costs, and hire an engineer to assess whether a retaining wall or other stabilization is needed.
