"The first one is stabilizing the structure so that it doesn't worsen and get demolished by neglect," said staff (S4), who identified that the minimal stabilization option totals roughly $91,000, the midrange concessions option about $285,000 and the historically accurate renovation around $436,000.
Commissioners asked whether sewer connections, concrete apron repairs and flood-resistant finishes were included in the estimates; staff said the estimates include adding a sewer line where none currently connects and that the Main Street Landing restroom project may mitigate some needs. Debate focused on optics and fundraising strategy: several commissioners favored pursuing the historic renovation as a fundraising target to access preservation grants and generate public excitement, while others urged caution given the $500,000 target and recommended phasing. The commission ultimately voted to pursue fundraising for the historic renovation (option 3) and set a working target that assumes the city will cover stabilization costs.
