Local glass studio seeks $15,000 pledge for 27-foot 'River of Light' sculpture

Artists from Hot Glass presented a proposal for a 27-foot public sculpture called "River of Light" and asked the Riverfront Improvement Commission to pledge $15,000 toward the project. "We are asking a formal, formal ask from you guys for 15,000," said Logan Reiser (S10), who described the work as a Corten-steel structure fitted with thick, treated glass panels intended to create refracted light along the riverfront.

Reiser said Hot Glass has secured design and steel fabrication in-kind valued at roughly $100,000 from Excel Manufacturing and that the Downtown Davenport Partnership has pledged $25,000 pending an August vote. He described two safety treatments for the glass—FlexTech and a 3M protective film—and referenced testing videos showing the treated panels resisting impact. Commissioners pressed the presenters on site placement, panel height (roughly 10–11 feet for the tallest panels) and whether refraction could generate heat or hazard; Reiser said testing and design choices reduce those risks.

Commissioners debated maintenance responsibility and vandalism risk; the presenters said maintenance would be arranged with the city and via contractual agreements, and that panels could be replaced if damaged. After discussion, Commissioner S6 moved to pledge $15,000 from commission funds and S7 seconded the motion. The commission approved the pledge by voice vote. The commission and presenters said the pledge would help the project meet a larger fundraising target and unlock additional grant cycles with RDA and other local partners.
