Town adopts non-ad valorem assessment to fund solid-waste contract; modest monthly increases noted

Finance/staff representative Mr. Kaplan (speaker 16) summarized the non-ad valorem (NAV) assessment to fund the contract with Coastal Waste & Recycling. He said the contract includes an annual cost adjustment (4.5% on Oct. 1, based on the April 2024 CPI for the Miami–Fort Lauderdale area) and that the NAV assessment is the funding mechanism to cover that adjustment.
Mr. Kaplan described the Solid Waste Authority categories used to assign assessments: Categories 1–3 (single-family/curbside) will increase by approximately $1 per month while Category 4 (multi-unit parcels) rises about $0.42 per month. He framed the increase in context by noting current rates remain lower than what residents paid under the prior Waste Pro contract.
Resident Rosemary Moring questioned notice timing and the letter's language about liens; staff explained the lien language is required by state law. The council voted 5-0 to adopt the resolution. Staff offered to answer individual bill and letter questions after the meeting.
"It's gonna add $11.88 which is 99¢ a month," the mayor said when clarifying how the assessment will appear on tax bills for one resident.
