Council approves first reading of stormwater and flooding improvement assessment ordinance

Town counsel/consultant Mr. Lohman presented Ordinance O-06-2024, which would establish a townwide stormwater and flooding improvement assessment program to fund capital, maintenance and operations of stormwater infrastructure. He said the ordinance draws authority from chapters 166 and 170 and section 403.0893 of the Florida Statutes and creates new code sections covering findings, powers, assessment billings, funds, appeals, delinquent charges and flooding liability.
Mr. Lohman said the assessment methodology is based on an integrated master plan and would allocate charges based on size, location and special benefit while recognizing statutorily exempt properties such as schools. He also confirmed a new provision in the ordinance allows town staff to enter private property when necessary to inspect stormwater facilities and address public-health or safety issues.
Councilmember Morehouse moved to approve Ordinance O-06-2024 on first reading; Councilmember Mason seconded. After brief questions and no public comments, the council voted 5-0 to approve first reading. Staff said the ordinance provides a funding tool for both capital projects and ongoing maintenance tied to an integrated master plan.
