At an 11:08 a.m. pre-construction meeting with Myers/Anderson and Koyle's Classic Construction, project representative Matt Frankel read through agenda items and said that change requests for project #25679 "need to be in writing through an email." Frankel also reminded attendees that "the Commissioners are a body of three and that one alone is not an authorization for changes." Koyle's Classic Construction reported a Strata quote of $30,059.42 for special inspections and said it would request a refined scope and an additional quote from Atlas before finalizing inspection scheduling. The board then exited the meeting at 12:17 p.m. to attend a groundbreaking at 702 G Street in Rupert.
The decision authorizes Koyle's Classic Construction to continue with mobilization and early work under the contracts reviewed at the pre-construction meeting. The board did not record any contested votes on this item during the meeting minutes.
