Assistant Registrar John Gardner explained how staff will check envelopes and signatures, extract and scan ballots and balance envelope and ballot counts. Gardner cautioned that initial election‑night totals usually omit ballots dropped at boxes that arrive later and that AB 3184 sets a county certification deadline of Dec. 3, 2024. Supervisors asked about the attestation line on ballot envelopes; staff said state election code requires the attestation be on the envelope but does not provide an enforcement mechanism to verify who physically drops off a batch of ballots.
