Board backs ordinance changes to ban front-yard and swale turf, allow larger side/rear turf areas with safeguards

Village planning staff presented an ordinance cleanup for synthetic turf standards and asked the board to recommend changes that clarify what is allowed, how permits should be issued, and what safeguards are required when turf encroaches into public right-of-way. Staff said the code previously allowed 20% of a yard’s plantable area for turf and that the draft changes reorganize and define terms, add permitting language and require maintenance and hold-harmless agreements for turf installed in swale areas.

Board members debated whether front-yard and swale installations should be allowed. Several members expressed opposition to front-yard turf and installations in swales, citing aesthetics, maintenance and environmental concerns such as microplastics entering stormwater. One board member stated, "I totally disagree with putting synthetic turf in the front or the swale." Staff summarized the recommended amendments and the board converged on a package of edits that would: prohibit synthetic turf in front yards and swales (while allowing limited driveway/walkway insert applications), require a 2.5-foot buffer from property lines, clarify a definition of "plantable area," require permeable installation and maintenance agreements, and allow up to 100% of the plantable area in side and rear yards (subject to buffer and standards).

During debate the staff framed the compromise in plain language: "Synthetic turf shall be prohibited in the front yard or the swale," and the board discussed making the 100% allowance relative to plantable area while keeping verification and permit checks in place. A motion to recommend the ordinance with the discussed amendments carried unanimously on roll call. The board asked staff to include forms and clear application requirements for swale encroachments and to retain the maintenance and hold-harmless requirements for turf in public right-of-way.
