Board grants 10-year extension for Middle Green Valley subdivision final map

The Solano County Board of Supervisors on Nov. 5 approved a 10-year extension for the small-lot final map tied to Major Subdivision S-2101 (Middle Green Valley), which would subdivide previously approved large lots into 322 residential parcels. Planning staff said the original approval was covered by an earlier EIR and that the extension request does not propose project changes, only more time to meet conditions of approval including infrastructure and water-service requirements.
Principal planner Matt Walsh said the small-lot map "is really where the rubber hits the road" and that applicants need additional time to meet pages of conditions, engineering requirements and to resolve water service. Staff noted the project remains subject to parallel litigation and city-level negotiations about general-plan consistency; Cherry Wagner, speaking for the project team, said the applicant has secured several agency permits and land-conservation partnerships and asked for the board’s support. The board adopted the resolution approving the 10-year extension by a 5-0 vote.
Staff will continue to work with the applicant and affected agencies on the outstanding water-service and litigation issues; the board can revisit timing if conditions change.
