County revising LID and stormwater sampling agreements before Board review

Staff reported that the Low Impact Development (LID) Program Agreement expired on Dec. 31, 2025; a revised agreement is under review by County Counsel and will then proceed to the Board of Supervisors. Separately, the county’s Stormwater Sampling Agreement — a three-year contract that also expired Dec. 31, 2025 — is being edited and will go through Clearlake City Council before Board consideration. The sampling agreement enables the county to perform stormwater sampling on behalf of the cities.
Council members noted the involvement of Community Development building officials Jack Smalley and Dana Huenes in completing sections of the MS4 permit and discussed municipal good-housekeeping tasks such as creating a pesticide/herbicide checklist and mapping a drainage-inlet cleaning schedule. No final agreements were approved at the Feb. 19 meeting.
