Council weighs alternatives to 2NFORM as renewal cost rises

Jennifer Baker, Lakeport Stormwater representative and vice chair, asked the council to authorize staff to solicit quotes from external consultants or alternative software platforms to evaluate options for stormwater compliance tracking and cost reporting. Baker said the current platform, 2NFORM, costs approximately $10,500 now and renewal quotes have risen to about $20,000; she also said 2NFORM does not provide a module to support permit-required cost reporting under the draft Phase 2 MS4 permit.
Council members did not take a formal vote on a replacement at the Feb. 19 meeting; the item was presented as an action request to authorize staff solicitation of quotes. The motion to approve the Nov. 20, 2025 minutes was the only formal motion during the discussion (see Votes & Actions). Any decision to proceed with solicitation or contract changes will require subsequent council action.
