County launches SALT‑funded ag economic‑development plan; Valley Vision contracted

Solano County staff announced the county's Sustainable Agricultural Lands Conservation (SALT) grant project has moved into implementation: the county was awarded roughly $500,000, executed the grant agreement and has contracted Valley Vision to lead an ag economic‑development plan and infrastructure gap analysis.

Eric Ward (project staff) said the award funds a technical and outreach effort to identify infrastructure needs and economic opportunities that support long‑term viability of agricultural land. "We're going to do a gap analysis to see where we have shortcomings in power, water, wastewater and broadband and then develop an action plan including projects and funding sources," Ward said. The county will convene two advisory groups (an industry work group of growers/processors and a technical committee of staff and agency partners). The grant timeline runs through April 2027, with a target to present a final plan in late 2026 and an interim update next summer.

Staff emphasized broad representation — vintners, growers, Farm Bureau, land trusts and cooperative extension are participating — and said the effort will coordinate with utility and one‑water planning to avoid siloed solutions. The board asked staff to ensure the technical committee includes representatives from small and larger growers and to deliver clear deliverables and implementation steps, not just analysis.
