Commission debates Work/Live requirement, TDR language and notes Affordable Housing Forum on March 27

Commissioners discussed several policy items that staff recommended the public be allowed to review during the draft Zoning Regulations hearing. Hiram Peck noted the draft retains some existing mechanisms but suggested removing the Transfer of Development Rights (TDR) provision that has never been used; he said other, easier approaches exist for transferring development potential and recommended removal only after public comment.
Commissioner Jamie DiPace said he was not comfortable removing the Work/Live connection requirement, citing safety: "Safety is very important, such as in the case of a fire or some other emergency." Peck said removing the connection requirement could be paired with language requiring conformance to Building and Fire Codes to address those concerns. Peck also reminded the Commission that while staff can enforce the Regulations consistent with state statutes, the enforcement process through the courts is often cumbersome.
Alternate Commissioner Christine Graesser announced an Affordable Housing Forum scheduled for March 27 at 7 p.m. at the Avon Library Community Room. The meeting adjourned at 8:15 p.m.
