Robert Collins, a consultant with SLR, described the work as a baseline review and format reorganization rather than a full rewrite: "it was not a rewrite." The draft consolidates uses into a single Use Table, adds categories for contemporary businesses such as urgent care and surgical/diagnostic centers, and introduces solar and outdoor lighting rules based on DarkSky standards.
Hiram Peck, Director of Planning and Community Development, read regional comments from CRCOG and summarized section-by-section changes including a required change from "may" to "shall" in one statute-based provision, added definitions, two new Housing Opportunity districts (Darling Drive DD and Avonwood Road HOD), a change to Design Flood Elevation freeboard to two feet, sign regulation updates and a recommendation to eliminate a never-used Transfer of Development Rights section. Chair Lisa Levin said Section 7's new procedural information is intended to make the application process more user-friendly; commissioners voted to continue the hearing to March 18 for further review of written submissions and outstanding questions.
